After several years of stalling, the high-level Belgrade-Pristina dialogue recently saw some welcome movement. In August 2022, nearly twelve years since its inception, the EU-facilitated discussion brought an agreement allowing free travel between Kosovo and Serbia. A few weeks ago, France and Germany tabled a joint proposal to promote a path towards Kosovo’s UN membership. What does the August agreement mean for the future of the dialogue ? What are the chances for success for the Franco-German proposal ? What could incentivise the two countries to overcome their red lines and reach an agreement ? And what are the prospects for dialogue in the countries’ path to EU membership ?
