Tensions between Kosovo and Serbia have escalated again, in the midst of renewed EU efforts to broker an agreement to normalise relations. Serbian President Aleksandar Vučić and Kosovo Prime Minister Albin Kurti endorsed the EU proposal in February, but the situation in Northern Kosovo deteriorated in early May, after Serbs boycotted local elections in four Serb-majority municipalities. As Kosovo Special Police was deployed in the North, mayors with low legitimacy took office and arrests began to unfold, causing tensions to soar.

This online Policy Dialogue will reflect on the state of affairs in Northern Kosovo, and the role that the EU and the US can play to help de-escalate the situation, bringing the Belgrade-Pristina dialogue back on track. Where are the pressure points ? What are the different options in search for a resolution ? What are the likely consequences of failure for the Balkan region and the EU ? And what are the next steps that the different stakeholders should take ?
