Le Courrier des Balkans organise une conférence régionale à Pristina, en partenariat avec Le Courrier d’Europe centrale

La notion de fake news est apparue en 2016 au moment du référendum sur le Brexit et de l’élection de Donald Trump : elle a révélé une profonde défiance à l’encontre du journalisme et une crise des démocraties. Mais le phénomène n’est pourtant pas nouveau. La désinformation et la propagande existent en effet depuis des siècles, parfois non-intentionnellement – par erreur, aveuglement idéologique ou manque de déontologie journalistique – mais, la plupart du temps, de manière délibérée et organisée pour servir un certain objectif, suivant l’antienne cynique selon laquelle « la fin justifie les moyens ».
Aujourd’hui dans les pays des Balkans, la manipulation des faits et de la réalité est utilisée comme une arme contre les journalistes indépendants, la société civile et les opposants politiques pour les discréditer, les déshonorer et virtuellement les tuer. Dans les cas les plus extrêmes, cela fait d’eux une cible, prélude à des actions physiques contre eux.
L’ère de la post-vérité, un néologisme apparu dans le dictionnaire d’Oxford en 2016, n’est pas seulement une mutation symbolique où les opinions dominent les faits, que ce soit dans les journaux et sur les réseaux sociaux. C’est une nouvelle méthodologie utilisée par les pouvoirs en place pour combattre ceux qui s’opposent à eux, avec des conséquences bien réelles sur la vie des citoyens. Pour prendre un exemple, en Serbie en 2018, plus de 700 fake news ont été comptabilisées dans trois tabloïds à succès proches du pouvoir politique et en partie financés par des subventions publiques. Cette situation appelle une hausse des vérifications (ou "fact-checking") et une vaste réflexion sur le travail journalistique, l’information des citoyens et l’indépendance des médias.
Le colloque organisé par le Courrier des Balkans a pour principal objectif de présenter ces méthodes dangereuses dans leur diversité avec des journalistes indépendants et des militants de la région qui en ont été les cibles, d’exposer les réseaux de pouvoir derrière elles et leur fonctionnement afin de mieux y faire face. Ce sera une opportunité pour confronter les expériences et partager les outils permettant de combattre ce phénomène menaçant les jeunes et fragiles démocraties des pays d’Europe centrale et du sud-est.

Nocioni « fake news » është shfaqur para disa vitesh për ta përshkruar një fenomen që nuk është edhe aq i ri. Dezinformimi dhe propaganda ekzistojnë në fakt me shekuj, nganjëherë paqëllimshëm dhe gabueshëm, për shkak të verbërisë ideologjike ose mungesës së etikës gazetareske ; por në shumicën e kohës, « fake news » ndërtohen në mënyrë të planifikuar dhe të organizuar, për t’i shërbyer një qëllimi sipas thënies cinike : « qëllimi arsyeton mjetet ».
Sot, në vendet e Ballkanit, manipulimi i fakteve dhe i realitetit përdoret si armë kundër gazetarëve të pavarur, shoqërisë civile dhe kundërshtarëve politikë. Për t’i diskredituar, ç’nderuar dhe vrarë virtualisht. Në rastet më ekstreme, kjo i shndërron ata në shënjestër, që i paraprinë ndonjë sulmit fizik kundër tyre.
Periudha e pasvërtetës nuk është vetëm një mishërim simbolik, ku opinionet dominojnë faktet, qoftë kjo nëpër gazetat ose në rrjetet sociale. Është një metodologji e re e përdorur nga pushtetet për t’i luftuar kundërshtarët, me pasoja shumë të vërteta në jetërat e qytetarëve.
Seminari i organizuar nga « Courrier des Balkans » ka për synim kryesor t’i shpërfaqë këto metoda të rrezikshme në laramaninë e tyre, me gazetarët e pavarur dhe me veprimtarët e rajonit, të cilët ishin në shënjestër të « fake news », duke paraqitur kësisoj edhe rrjetet e pushtetit prapa tyre dhe funksionimin e tyre për t’i përballuar ato më lehtë në të ardhmen.
Kjo është edhe një mundësi për t’i shkëmbyer përvojat dhe mjetet që mundësojnë luftimin e këtij fenomeni i cili po kërcënon demokracitë e reja dhe të brishta të Ballkanit.

Pojam “lažnih vijesti” (fake news) se pojavio prije nekoliko godina označavajući pojavu koja nije nova. Dezinformacija i propaganda postoje vjekovima unatrag, u nekim slučajevima se javljaju nenamjerno, zbog greške, ideološke zaslijepljenosti ili nedostatka novinarske etike, ali najčešće namjerno i organizovano tako da služe određenoj svrsi, prema staroj ciničnoj krilatici “cilj opravdava sredstvo”.
Dans se u balkanskim zemljama manipulacija činjenicama i stvarnošću upotrebljava kao oružje protiv nezavisnih novinara, građanskog društva i političkih oponenata kako bi se oni diskreditovali, obeščastili i virtuelno uništili. U najekstremninjim slučajevima, to ih pretvara u metu i predstavlja uvod u fizičko nasilje nad njima.
Doba “post-istine” nije samo simbolička mutacija u kojoj stavovi dominiraju nad činjenicama, kako u glasilima, tako i na društvenim mrežama. To je nova metodologija koju vladajuće strukture koriste za borbu sa protivnicima, sa vrlo konkretnim posljedicama po živote građana.
Glavni cilj konferencije koju organizuje "le Courrier des Balkans” je da se o ovim opasnim i različitim metodama razgovara sa nezavisnim novinarima i aktivistima iz regiona koji su bili mete, da se prikažu mreže moći koje stoje iza lažnih vijesti i njihovo funkcionisanje kako bismo se sa njima lakše suočavali. Ovo će biti prilika za upoređivanje iskustava i sredstava za borbu protiv ovih fenomena koji prijete mladim i krhkim demokratijama na Balkanu.
Naši gosti će o ovoj temi razgovarati na tri okrugla stola :

The notion of “fake news” appeared in 2016 with the Brexit referendum and the election of Donald Trump : it revealed a deep defiance toward journalism and a crisis of democracies. But the phenomenon was not new : disinformation and propaganda have been used for centuries, sometimes unintentionally – by mistake, ideological blindness or lack of journalistic deontology –, but most of the times proactively to serve hidden agendas, according to the cynical that the end justifies the means.
Today in the Central and South-Eastern European countries, the majority of the media is in between a fistful of oligarchs close to the political powers and the manipulation of facts which is actually used as a weapon against independent journalists, activists from the civil society or political opponents to discredit them, to dishonour them, or virtually to kill them. In the most extreme cases, it points at them and make them an easy target to physical actions against them.
This “post-truth era”, a neologism that appeared in the Oxford dictionary in 2016, is not just a symbolic shift where opinions dominate facts in newspapers and on social networks. It’s a new set of methods used by powers to fight those who oppose them, with an impact on the real life of the citizens. To take an example, in Serbia in 2018, more than 700 fake news have been counted in only three popular tabloids close to the political power and partly financed by public subventions. This situation calls for a new rise of fact-checking and a wide reflection on journalistic work, information of citizens and independence of media.
The conference will have for main objective to present these dangerous methods in all their diversity with independent journalists and activists from the region who were the targets of it, to expose the networks of power behind them and find ways to face them better. It will be an opportunity to share experiences and set up a “toolbox” to fight this phenomenon that threatens the very cornerstone of democracy of the Central and South-Eastern European countries.
